Diapers are another way of not trusting children. When we used diapers (cloth or other), we don't trust they'll know when to pee/crap. It's "natural", because most parents in Western cultures really don't notice when the child needs to do this, we've lost our ability to see these signals. Mother in an African tribe, I forget which and in which book, were amazed when they heard that Western mothers don't know when their babies need to pee/crap. To them it was as obvious as if the babies could say it with words.
I'm not so sure about naked children and snow - it does sound somewhat counterintuitive. Naked children and warm weather, now that's an entirely different thing. One thing which I think we often communicate to children through clothes is, "there's something wrong with your body and we need to hide it". Mostly subconsciously. We "know" "some people" would react negatively if they saw our children going naked around, and in most places you wouldn't be able to have your children naked with you, like shops, playgrounds, libraries, whatever - they'd tell you off. So we anticipate this, demand that they wear clothes and though it is never said (and probably never consciously thought by most parents), we communicate to them that there's something wrong with their naked bodies.
